Bay Area Biosolids to Energy Project 

Request for Qualifications (RFQ)

The San Francisco Bay Area wastewater industry has the potential to be energy self-sufficient and support the integration of advanced technology to become a net energy producer, helping to meet our nation’s goals for renewable energy.  The BAB2E Coalition is currently exploring options for the creation of a regional biosolids processing facility within the nine-county San Francisco Bay Area.  These agencies are presently undertaking a Request for Qualifications (RFQ) process to determine logistics and capabilities for this project.  Proposers responding to this RFQ must have proven expertise and extensive experience in biosolids management, particularly in the design, construction, operation, and maintenance of biosolids processing facilities.  For full details, download the RFQ.

RECENTLY POSTED INFORMATION 

Posted 5/25/2010,  Interview Results:  Based on the interviews, three teams have been selected to proceed to the Request for Proposals.  The three teams, in alphabetical order, are:

  • Intellergy Corporation
  • MaxWest Environmental Systems, Inc.
  • Synagro - WWT, Inc.

 

Posted 3/22/2010, SOQ Results:  Based on the submittals received, the six highest ranked teams were selected to proceed to interviews prior to determining a final list of teams that will receive a Request for Proposals.  The six teams, in alphabetical order, are:

  • Covanta Energy Corporation
  • Enertech Environmental, Inc.
  • Intellergy Corporation
  • MaxWest Environmental Systems, Inc.
  • Synagro - WWT, Inc.
  • Veolia Water

 

Posted 2/24/2010, RFQ Submittals: For a list of submittals received in accordance with the RFQ, please download the list of submittals.

 

Posted 2/17/2010, RFQ Submittal Requirements: Please send submittals to Caroline Quinn at BAB2E@ddsd.org no later than 5:00 PM Friday, February 19, 2010.   Submittals shall be compiled into one PDF document, created in “Print Professional” at the highest possible color resolution, and set up for duplex printing.  The response package shall be:

  1. Clear and concise.
  2. Responsive to all RFQ requirements.
  3. Presented in the form of a written report separated by Blank pages (instead of tabs) into the subheadings.
  4. Should not exceed fifty (50) pages.
